Speaking with some personal experience of the
cases which come before the foreign Consuls in Canton, I
absolutely deny that British merchants who have bona fide
claims against Chinese merchants in Canton, are placed at
a disadvantge as compared with other foreigners owing to
their Consular officials' unwillingness or inability
to obtain satisfaction for them.
I will go further and say that, in my opinion,
an opinion supported by persons, both foreign and Chinese,
well qualified to judge, the British Consulate-General,
which, broadly speaking, deals with twice as many commer-
cial cases during the year as all the other Consulates put
together, does actually obtain settlement of a larger pro-
portion of cases then any other foreign Consulate.

from the fact that in this case the German Consul's action,
so far from assisting his nationals' interests, very
nearly involved them in a boycott, and, apart from the
fact that he has up to date obtained no satisfaction at
all,
